A fool trying to do funny business against a god. But this manga always disappoints me on how easy the antagonist got off with lighter punishment after what they have done.

Being from ducal family i.e. only second to the royal family in authority means he was the tiger in his home country.

Now though, he's in a dragon's lair, and the stupid kitten think he's hot shit just because the dragon hasn't squashed his face in.

He'll get told to come back (then implied to get permaban'd) from the tower by his country.

The king isn't so stupid as to have a repeat of that 3 towns.
Fair enough, but the kingdom must know what he's like (there's just no way he kept a low profile back on his home turf) and they still let a diplomatic liability like that come over to cause problems with Amamiya? If this were a different manga I'd have suspected it was on purpose.
Stupid enough to let it to happen twice, but not enough for a third time, huh? I guess they are at least marginally competent.

I'm going to be a little fair to the idiot. He didn't know that the group he's attacking has a god and his entourage. Still an idiot though.
He did know it has the head priestess of the living god that was clearly shown to actually exist in the tower.

Pretty sure that a god should be expected to be aware of what happens with their head priestess at all times (at least, all relevant times). Basically, he doesn't know that he's attacking a god, but he should be aware that he's antagonizing a god.

Based on context
EDIT: On second reading, the king probably didn't have enough excuse to stop the Duke's side from trying this before.
As this chapter say, having a blessing is just that desired.

The situation however changed with a few things.
1. The king get to confirm the small magic tool he got from Alec for immediate long distance communication really work (instead of the more cumbersome one we'll see this clown use)
2. The reveal that Floria is now with the Kousuke i.e. THE living god and tower manager (among other titles)
3. Alec reported to the king (via said tool) about the level of fuckery this idiot got to, especially with him picking a fight with Kousuke part.

For the king, the choice between trying to push the issue (a very obviously bad idea) vs just dropping it and try not to escalate further is an easy one. Letting Floria stay also means the country sorta get connection to the tower through her family.
The Duke/father seemed irked that his family basically lose out on the whole thing but at least didn't object to the order.

Jerk is just lucky that Kouhi and Mitsuki aren't here to see this or he already would have been erased.

But Kousuke's patience does make sense, even if it's not satisfying to the readers. Even aside from his ridiculously good nature, he's a god. Who cares about what an ant has to say? Just brush it off and ignore it.

Lol, it was obvious since the instant this idiot showed up that he's the type who doesn't learn until it's way too late (I commented last chapter that his only purpose in life is to amuse us with petty minor drama) but I'm curious now that he's engaging in all out hostilities whether he'll be made an example of like those poor boats (loss of life isn't MC's style, but who knows) or if he'll just be used as a bargaining chip to hold his entire nation hostage or something? We know that's closer to how the original 2 angels would react, at least, but I really wanna see how the MC personally handles it.
