I think he's acting this way because he does want to provide for the girls in any way that he can. So, for those that may be unable to evolve with their own effort, he wants to find a way to compensate. A backup plan, so to say.

One thing that's been established in his character that people here seem to have forgotten is he gets lost in tinkering and trying new stuff out and so on VERY easily and frequently. So when the whole "recreate folks" bit comes up he basically jumped on that idea while probably having all sorts of thoughts for how it'd change the game and Asura essentially had to stop him in his tracks and make him slow down and think before he tried to jump in headfirst without realizing what he was gonna get himself into by pursuing that power.

There is something I'm a bit confused about.
I think that the people outside of the MC's circle do NOT know that the Tower Administrator is the also Living God, right?

I thought they knew, but the dialogues don't make much sense if they do. Like, the idiot noble son want revenge on the tower administrator, which makes me believe he doesn't know he's also the Living God.
Also the king keeps referring to him as the tower administrator, saying he claimed Floria. So...

Also, the MC is a moron. The girls literally tell him they want to solve this themselves, and he's not giving them time. Retard. Let's hope Asura kicks his ass into being more considerate.

A reminder that Kousuke’s temple doesn’t have a statue of him (instead having a statue of a crown card) because he doesn’t want it (IIRC it feels weird for him for ppl to prostate themselves in front of his statue), so most people never actually met him or knew how he looked. It doesn’t help that Kousuke doesn’t look outright godly or eye-catching at a glance (he’s technically an average joe) so ppl may not believe that’s actually the god/tower admin.

Far as i know, it’s basically a last-option hotline. You use it when you need to talk NOW, seeing that so far any use case scenario depicts the user in an “oh shit i’m gonna get fucked without lube help” moment.
