Kasen's pretty cold in this chapter, burning down someones house and killing the lightning lizard without hesitation. It's cool that western Dragons exist in Touhou though!

She did try to minimize harm as much as possible so I don't think she's evil. She's just more on the neutral side of the good spectrum.
