My first thought would be Nue having something to do with this given:

1. Nues are associated with weird night birds calls.
2. Our Nue is a Buddhist.

However, even if she is a member of Myouren Temple, Nue really doesn't seem like the sort of person who'd go around trying to get people to behave more morally by pretending to be a bird.
