@VIVIT The Moriya shrine gets some of its faith from youkai, Hijiri and her temple are aimed towards youkai, and Miko would never accept another ruler than herself on account of her arrogance. Not only that, but Kanako was the one that shot down the idea of Miko becoming the ruler of humans on account of what the youkai do for the humans of the village. Miko wanted to be the ruler specifically because she thought that humans were getting screwed over. Hijiri is also clueless, and had to be told that several members of her temple continue things like killing, or attempting to kill, they just toned it down and try to be more "choosy" about their targets.

The only people specifically on the side of humans are Akyuu and Keine.

I know that all of the big players really don't sat with one side or another but that precisely the point, no one want to see an human killing spree or a youkai killing spree and let some redpilled on the wild unchecked may put things in a thinnier ice; also sages cannot affort a great percentage of natives dying due some jerk decide to instil fear in a great scale (see tewi selling rabbits as an example) due how fragile hakurei barrier are now, thus negating a massive spirited away to restoring numbers in human village.

I believe that Zun has not yet placed Mima in the current world of Touhou because she could attack the human village. Which would greatly affect the image of the Youkai.

I wrote this just to remember that a lot can happen to create a revolt in the village.
A disease that is out there now in the outside world.

Many people can end up being spirited away for being forgotten in their homes fleeing the virus.

@VIVIT They already did instill fear in a great scale. Nue with her bull headed man rumor, and presumably Yukari with the end of the world business. In both cases things turned out in a relatively safe manner; one through the machinations of Mamizou and Reimu and the other through playing out in a rather predictable manner. And true, no one wants a good deal of people to die, at least now. Reimu's general nature towards everyone and Remillia have made things a lot more peaceful, which is safer for everyone. Or perhaps the major youkai got old enough that they lost a taste for the more usual way of doing things, and decided to strong arm the younger ones into finding a different way.

EDIT: I should specify, they don't want a good deal of the human village to die. If a ton of outsiders show up and die within the border, then it is free food to a lot of the fledgling youkai.

the mima dilemma (outside meta reasons) is she, being a humanoid evil spirit (and thus more powerful in comparison of the ones dwelling in the old hell) can deal a great damage to youkais (see the satori manga) and humans

I really like Touhou. But fuck, I would cheer for humanity if they started a Crusade in that place.

This chapters further highlight how Miyoi Okunoda is not a regular Zashiki-Warashi but actually one more Youkai-Like than them, ,since she is also sharing aspects with Suima Youkai, but still trying to live&blend in the Human Village as a Normal Human ( like Sekibanki).

It also shows how the Normal Human Villagers have a limited view about how " Youkai-Human Balance " works in Gensokyo ( ref. " Forbidden Scrollery Manga ") while it is hinted that "The Secret History Association" have morei insights but they are dangerously biased towards Humans to the point of Scheming Revolt,Persecution andUsurpation

Lastly,let us not forget that a " Human Settled as a Human in Gensokyo" still has safe&sound choices to turn Half-Youkai or Shikaisen or Hermit or Human Magician or akin to them,as long as not Full-Youkai.

Moreover if one is a " Human Settled in a Youkai-like way" ,it is still safe&sound to turn into a Full-Youkai as long as one does not down the Evil Route of the "Youkai(-turned) Fortune Teller" ( "Forbidden Scrollery Manga ) .
Specifically he was that Human Villager who was a Fortune Teller Student at the Human Village but set up a dreadful scheme (starting with his own suicide which caused quite a stir in the Human Village) where he willingly turned into an Evil Spirit-like Youkai ( a Youkai born out of a Human willingly taking procedures of turning into an Evil Spirit who kept resisting the Negative Grudge) after he tricked&stealth-possessed Kosuzu.
In the end all it took was a "Non-Danmaku Hakurei Talisman " by Reimu to Truly Exterminate him since he was Irredeemably Evil(not to mention dangerously misunderstanding the Role of the Hakurei Shrine,its Shrine Maiden and the Gensokyo Balance Overall ) ,as opposed to the " Youkai Fox Student " ( in the same " Forbidden Scrollery Manga ") who "without evil intentions" silently&harmlessly broke through tens of them interwoven by Reimu in a blocking panel at the Temple school.
