A large part of WBaWC was showing how either side could be perceived as "evil"depending on your perspective and what you value. Yachie isn't evil, she's a product of living in a world where only the strong and wily survive.

Seiga, in contrast, is a conniving and morally repugnant person despite having by all accounts a comfy and welcoming upbringing.

That or they have an agreement to ignore her given that she has the deal to write newspapers for the village; kind of like how they ignore the rabbit youkai, apparently mostly Reisen, that sell medicine in the village.

I believe that the plan is really to make her existence acceptable in the village without hiding her identity. Realizing the creation of a bar for humans and youkai.

Gradually the village of humans will become a place without discrimination.

After that, just eliminate the youkai that actually kill humans or expel them from this created space separate from the outside world.

youkais do consider humans diferently depending where they find wandering, that's was explained by aya in suzer's mango (imagine yourself as a hunter with designated places to hunt and closed seasons where you cannot, but instead timelapses designated places); also humans and youkai are different species altogether, even more one actually need to "eat" (scary'em can be done by brutal murdering) the other to survive
