Wait hold on why did she said "human villager" and not just "human" in general (as in both human villagers AND outsiders, regardless of where they came from). If everyone really said becoming a youkai is a death sentence in Gensokyo she should have omitted the villager part, cause saying that means a human outsider becoming a youkai would have no repercussions of being killed by Reimu herself.
