I bet Remilia doesn't even use any abilities. She lets her opponents believe their fates are being manipulated, and while they're distracted trying to figure out just what that means and how they can play around it, she beats them by just being very good at Mahjong. Thus making her the perfect final boss for ultimate straight shooter and doesn't-like-to-think-about-complicated-things Youmu.
