I don’t quite get why Yuyuko’s final tile of 9 is Youmu’s winning tile. There’s no doublet or triplet to be formed from that. Is there a hand to be made from a terminal at the last draw?

Youmu's hand is a 9p tanki yakunashi tenpai. While you can't win on hands with no yaku, the last discard by itself (called the houtei tile) creates a situational yaku (houtei raoyui, winning on the last discard).
tenpai: a hand ready to win waiting for the 14th tile.
tanki-machi: tenpai waiting on the pair.
yakunashi: a hand with no guaranteed yaku.
Thanks, I missed the fact that Youmu already has a 9p, meaning Yuyuko’s discard makes it a pair. I thought the 9p drawn in her final hand was Yuyuko’s discard and not from Youmu’s hand.
