I disagree. I doubt he is tech-savvy. He probably won't erase his footsteps when researching. Also, if a 16yo japanese kid might not get investigated for such research, there is no way a financially struggling florist with a uni degree in plants would not be investigated.
Also, like kaga said, even if seeds are not illegal, they will 100% get flagged at customs and he will be on the police's radar.

When ordering in seeds the seller usually uses other items to hide them. We call this stealth. When I ordered seeds from the UK to Aus they put them inside the studs on a leather bracer. They don't get flagged because they're not found nor reported.

A university graduate should know that proper research is fundamental to any project moving forward.

That being said, people are fundamentally flawed, forget to exercise proper opsec and get busted all the time.
