First you need to have the pages (preferably the highest quality Japanese ones you can find) of the series you want to translate, the manpower needed (from one person group to several people) and willpower. There are multiple editing tools, the most commonly known is Photoshop, basically you remove all the text, redraw the parts that were covered by the text if any and then you add the translated script you have prepared in advance. Once the chapter/one-shot is ready, you can upload without forming part of any group if you want (creating one is easy peasy), if the entry title already exists just go there and click on upload chapter, otherwise you'll need to create one. Read the mainsite rules and check the Tutorials subforum, there's all the info there. You can always use the Recruitement subforum to find more people to help, read as well the Bravedude post.
Other than commissioning ppl taking requests, you could just go to the r/manga subreddit with the "[SL] series name (request)" or so, but no guarantee ppl will see it
