I looked a bit and found that the character that you missed (風) probably means something like "appearance". I don't know anything about the grammar, but that's what the word means. (best guess: "That appearance!!")

That's just how things are back in the old days. Punishments weren't meant for the criminals to repent and rehabilitate, but as a deterrent for others from committing the same crime. They're normally reserved for criminals who screwed up big time though, which is probably not the direction this manga is taking.
