We know humans and tsugumomo can have children together. We also know that Ouhi's mother was the tsugumomo parent. That means we know for certain that tsugumomo can get pregnant. It definitely stands to reason that they could breed among themselves.

We also know that Ouhi and Ouna inherited hair/wig tsukumogami powers from their mom, so if there was a hybrid baby of 2 different types of tsugumomo, it'd probably have the powers of both. Given a long enough time, it could potentially be possible to breed absurd tsukumogami super-hybrids with 128 different powersets.
