Yu Yu Hakusho did it decades earlier with Territories. Not sure if that's the first to do that type of thing, but still.

Gege even admitted that his inspiration to create domains in his story was the "Territories" that were used in YYH.

I don't think YYH was the first to make use of the concept.

But truth be told, I can't confirm that presumption on my part.
