Mmmmmm God I love that framing on page 18. I love all of their designs so far, he's cool, she's cool, it's just, super cool. Also the framing of key action shots have been consistently beautiful, from that sniper shot back in chapter one, to the spin kick here, it really makes me wish this was a video game.

I don't think it's "for" her power, so much as it's simply the effects of her power.

Page 3: She's still wearing her black stockings. Also notice her black boots.
Page 4: Black stockings still visible.
Page 6-7: Suddenly her legs (and boots) are completely white.
Page 17-18: Her legs appear to be glowing, her boots too.

My guess is, her power causes things to glow (among other things). The black stockings (and boots) were probably to show this, albeit not very successfully.
