Huh, re-reading this, I just realised that Red Eye (aka Stephen Seagull), was the Captain of the special forces group that Akira was with, during the exploration of the tomb where Akira got his demon. He (Red Eye) was going by the name Richter then, and looks like he was actually working with the locals in some form or another, to feed 'skilled warriors' as sacrifices to the guardian of the tomb.

Chapters 21 to Chapter 24. Chapter 24, page 9 and 10 sold it to me, along with him calling Akira 'Newbie' both then and now.
