When Spica is eventually caught and the truth comes out, I wonder if his first reaction is going to be "what? that moeblob? no fucking way" or rather "holy shit, I sat next to her, that's so hot". Maybe it will be both.
Fap material for years.

Bro: Murderer.
Prison Guard: Murderer.
Tenma: Paraphilia. Aka mentally screwed up.

Rukia: Also screwed up. Certainly doesn't act like a victim. Best read is that she does enjoy seducing people and having them act on her behalf. She knew her brother killed her first husband, but not only does not stop him, but also goes out and gets another husband for him to murder. Plus earlier, she knowingly participated in brother scheme to blackmail her adult lovers while she was in high school.

So, even if she never gave a command to the two who killed for her, she still knew what they were doing, and set things up so that they would do so. So she is at least a participant, and depending on how you look at it, the instigator.

I mean going by the current state of the manga she's right on the money
Idk if the MC having plot armor really reflects poorly on the police force
If they actually went after her this would have ended before it even started

I'll give credit where it's due, some commenters did point out that in a world where supernatural is not the norm, there's no clear line as to how or why the suicides have so much information in them that no person would know. Add the fact that the victims are "justice served", there's little incentive for them to bother checking since they're not innocents.
