That's the nature of Battle manga, the current enemies are stronger than all enemies before them, and the next arc's enemies will be stronger than the ones in this arc, it's on the author to make the surrounding story interesting enough for people to suspend their disbelief

Honestly, I'd be okay if Teru lost on account of his having slowed himself down by trying to turn into a meat wall instead of leaning into the already decent speed he seemed to have as a top karate practitioner.

I think he was trained by the chinese guy who was friends with teru and that we are made to think hes in cahoots with his own sister but its actually with the chinese guy

I mean, "gathered the strongest" but all of the figher are acquaintances of the people that gather the fighters. For the last match: Takeshi & Nikita : Sayoko; Teru, Ainosuke, & Odamaki : Iwamuro.

And it's mentioned that Okouchi influence only goes in the main island. So it makes sense that there might be someone strong go undetected in small islands like Okinawa. And it's not like there are tons of them, Tobio's underlings are chumps compared to Kinji and Yosuke, who lost to Teru on a 2-on-1 fight.

For "reserve" the author still have secret organizations, another countries top fighters, and another country's secret organizations (and more).
