I just want to add on, how is Rei probably never having gotten any help questionable logic that doesn't make sense? I mean, in most real life bullying cases, the victims never got any help from anyone, even if it happened right in front of people's faces. Other people usually turn a blind eye, whether it's out of fear they might be next, they can't be bothered or they actually think it's funny. If Maru-san wasn't there, that's exactly what would have been the outcome (ignore cops exist for the moment). Rei probably never got any help from anyone (for whatever reason, bullied/blackmailing plots usually have questionable logic that the audience can't make sense), so he didn't consider trying to stand up for himself.

As for not standing up for himself, that part makes a lot of sense, too. A lot of former bullying victims will say it stopped after they stood up for themselves. But there are just as many cases where standing up for themselves has at best changed nothing and at worst made the bullying even worse. If Rei ever did try to stand up for himself in the past, he's probably the latter case.
