There may be something to that. The "memory erasure" gun seems to erase inhibition from the superego portions of the brain as well as the memories, so the Prez is still the Prez, just a much more honest "true to self" version. Since Karagaki has been rebuilt, neural pathways and all that is probably a level of "learned behavior" or emotions that have been reset as well. Like, this is the "real" Karagaki that was hiding underneath all the garbage of learned low-self esteem, cynicism, and disappointment.
