Not always the case. Hishi Akebono is a fairly huge horse but can't go beyond mile distances. Deep Impact who is smaller is one of the strongest in existence.
Tamamo Cross, who was a fairly small horse, was a chaser who conquers long distance races.

Looking at the trends, generally (not always) the bigger horses (Hishi Akebono, Taiki Shuttle, Sakura Bakushin O although she's more medium, etc) got explosive power and acceleration so they excel at sprint and mile distance races while often times smaller horses (Rice Shower, Mayano Top Gun, Tamamo Cross, etc) do well at long distance races due to lower body weight and lighter steps; medium distance of course are mostly conquered by balanced medium sized horses.
