A baby's head size is way smaller than an adults so to do the transplant they'd need to shave off parts of the adult brain to fit it in, so having some excess brain matter for dna testing wouldn't be definite proof that they didn't implant tara into the baby

I feel that the baseline of making ninjas public AND subservient to a government agency in one swoop is kinda problematic though. Given the hypnosis angle, it’s not complicated to make people accept but honestly having a governmental body appear out of nowhere would be a bit troubling, especially since the core of the NIN and UN was “operations outside of observation”.
