At this point I assume it's dude's style to occasionally scale some part of the art incredibly poorly and just be like IDGAF, send it. I've no idea what the manga industry is really like, I sometimes read manga about manga and I'd have thought an editor would be all over that stuff

Yeah, but this is just grievous. My theory is the parking lot BG was drawn first, then the two cops, then sensei tells the poor assistant "OK, now make the shot of the parked cop car fit" and that was the size it was scaled to so it'd fit between the lines in the parking space.
I'm only keeping my sanity reading this series by telling myself it's just an avant-garde, abstract representation of a cop car anyway, and he could have just put in a doodle of a box with some circle wheels and labelled it "cop car" since it doesn't actually affect the narrative.
