Well, her feelings are... a bit unusual. She's "not like other girls," as a simple way to explain it. Actually a character who feels her age, rather than the usual, "add a big number to your average manga teenager."

Don't worry he will do the deeds, in this (novel volume) he just held himself due to Tinaasha's circumstances.

Tinaasha still can't, and wouldn't realize her feelings, she just had a broken heart from Lanaak, her position as a witch also makes her hesitant to accept Oscar's advance, and at this point, she is still afraid to lose her virginity as it will greatly decrease her magical capabilities, as she still has one last enemy, a strong witch that proactively hates her, unlike all her previous oponents.

Seems pretty proactive already. Irl that’ll be sexual assault. It doesn’t really seem unbalanced either, considering the dynamics of their relationship, it’s pretty much not surprising. Tinasha on the other hand, has certain circumstances, and that reaction in the end doesn’t seem like she’s bothered by it either.
