Upload dead group's work

I am sure that this has been asked before, but no search on the forum makes it hard to look for things.

What is the policy on uploading chapters from groups that either disallowed uploads of their work to MD or had upload restrictions but the group is now dead (officially or unofficially via no updates for a long time)?
