Nah, I suspect that "Union Dagger" is actually the priestess moonlighting as a Rogue, while the Priestess we see in the hotel is just a decoy to give the illusion that she is there.

I mean, note that Union Dagger SPECIFICALLY targeted YUI, but didn't target any other member of the party.

That means "Union Dagger" just wants to wish for Yui's hand.

The technology behind both is easily possible. Gunpowder was invented in 9th century China (so about the middle of the medieval period). What made devices like zepplins difficult was material science back then, magic could easily compensate for that.
