The King of Jiangnan entrance scene where the dude says, "dare to move" actually means "dare to provoke". 动 here refers to 挑动 or 挑拨煽动 referring to the context of picking a fight, instead of moving or mobilizing forces. I guess you can also translate it to the ultra-colloquial "dare to touch".
