If you look at the comment sections, the second thing the user would look is the orange report button on the right. It's distracting, should not be intended to be noticed, and should NOT be a button. You are not making the user to even think of clicking that orange button on the right every time they read a comment and you MUST NOT.
Most forums I know hide it to prevent report spam. Reddit blend it with other options ( reply, give gold, share, etc ). Heck, not even 4chan place the report button directly next to the post number.
So, instead of using button style for the report button, I'd suggest to use Link style instead, like this button https://www.google.com/ or the one used on the bottom of this site.
