Interesting. That reminds me that Kakerou Referees are usually the ones monologuing for Baku's games, and this happens to be a non-Kakerou game. I wonder if the whole referee concept was considered more as a tool for being a 'surprised audience', in addition for plot reasons.

Hmm, no idea how Ikuto cheated.
Here are all the clues I've observed so far:
1. Ikuto looking towards binoculars/laser pointer while Kaji is burning
2. The building's security was deactivated unknowingly
3. Ikuto knew Karl's and Kaji's Round 2 times.
4. Ikuto was trembling in fear after Kaji won the usage rights.
#1 - Suggests that there may be a tool there useful for cheating? Or perhaps something was taken from the table? No idea.
#2 - Suggests that Nameribone entered the building prior to this and rigged something. Kaji inspected the room, but it may not have been thorough enough. He could have also taken something that could be later used to cheat.
#3 - Ikuto knowing Karl's time suggests that his cheating method is... passive? Or easy/low-risk. This is because he has no reason to know Karl's time, since he is not the one guessing it. It does not help him at all, so cheating would be a needless risk.
#4 - Suggests that Ikuto's cheating method is inconsistent/unreliable. Otherwise, it would be impossible for him to lose and he would not need to be so scared in this game. He may be relying on Nameribone for signals, but the question is how? I was thinking his 'chicken' signals may be involved, but during Round 2, Nameribone was behind Ikuto the whole time and his 'chicken slave' was to the side. In addition, the chicken dude isn't holding any more fried chicken, and Nameribone has only been standing around creepily so far.
Nameribone does have a watch, plus Kaji's watch makes a sound so it should be possible for Nameribone to know the time though.
Anyone else got any ideas?
