I was thinking just last chapter that even if he wins, he still has to deal with the other brother, and with referee #0, and with Marco, and with Suteguma's bodyguard, and i guess Leo is inside too, ok maybe Leo is not that impressive compared to the others but he is still in, so there's not much of a point to just being able to enter.

Sweeper probably threw the fight because they only gambled 1 person entering. Once they get cocky, the Kakerou fighter will likely just stomp the fight and then Leader will get a colossal grasp on the police force from it. Just my two cents on this.
