Hyougo and Leo are both her... I guess the right term would be bodyguard? That's an interesting development. Seems Suteguma has some close connections to Ranko for her to allow them both to help him in this gamble.

Also, Qtaro making his return to the story after so long! So Hyougo is aware of the existence of Rodemu within Marco, if not from the meeting back then, from Leo telling him about it.

So Hyougo's intent is to stop Marco from telling Baku what he input, and therefore make Baku and Suteguma re-enter the Chaplain. I guess he believes that Baku can work backwards and immediately determine what the password is.

Thinking back, Ranko was probably aware that Usogui acquired the L-file since Ranko and Kaji met at Hayama's house during the Mechnical Bull gamble. So perhaps at that point on, Ranko devised the plan to overtake Usogui here, knowing he'd use the L-file to gain lots of money and power for the leader gamble.

Also in that gamble, Kakerou wasn't called, so they aren't aware of that chance meeting. This might be why Yakou suspected Suteguma to be from Ideal, since only Ideal should be aware that Usogui has the L-file (Outside of the police and Kakerou).

Do we know when exactly the flashback last chapter took place? Was it specifically right after Suteguma got his membership that he was talking to Ranko about Baku? Or did it happen at some undetermined time in between?

I agree with your reasoning about Yakou's suspicions @catx3, but I wonder what Ranko is planning by taking Baku down here, rather than taking the rights to referee 0 and forcing Baku to come to her.

If he was saying it in a mocking tone, which he most certainly was, then they could still be mere gang relations/titles and he's twisting the meaning to imply something else. That sounds most probable to me.
