Hah! Told you the guy who picked up Voja was the leader of Ideal, he probably recognizes his voice from back when he called the Leader after Sadakuni's match. Another thing I noticed from going back to the Sadakuni gamble was that Karl was actually working for Ideal with the missiles (he said "if the missiles don't get launched, /he/ will kill me"), which also explains why Ideal's leader (presumably) was able to get him to tell him the account number password after the Tower arc, and why he tried to kill him; because remember that Baku had deduced that the leader had leveraged stocks in order to make a huge profit after the missiles hit a certain building nearby; his deduction turned out to be right, but just applied to the wrong person, Leader had his own gamble where he just wanted either the missiles or the rockets to be launched in the first place, in order to smoothly be able to form ACIA (which makes me wonder if Karl was also working for Leader, which I doubt because Kyara was with Karl and he had abandoned Kakerou and was thus being chased by them; so I wonder how Leader even got the information about the rockets, but I think it was probably Yokoi - who was also present at that meeting with the prosecutor general back then - because he obviously knows Karl as we saw before this arc started); Ideal's leader (presumably) then ended up calling Leader to make him get the missiles launched, which he refused, which is why he recognizes Hachina's voice now.
I'm not 100% sure if that's Yokoi though back then, since it was 200+ chapters ago and the art changed so much, but it seems very very probable to me, given how Yokoi also said he was a reporter when interviewing the workers at the shipyard before finding Gallop, and at the meeting with the prosecutor general he was shown to be from a newspaper organization.
A bit crazy how all these coincidences tie in so neatly with one another. All the events from the Sadakuni arc, Leader coming into contact with Ideal, Karl being friends with one of the four people that met with Leader and the prosecutor general, Hachina coincidentally meeting Gakuto again, then Yokoi getting involved, and everything happens on a ship that is controlled by someone whose daughter is fairly close to Ideal's leader... Exciting.
PS: Kinda crazy how nonchalant Leader is about killing people, I mean we saw it before, but this time he just meddled with the ship and caused the deaths of dozens of people, and he doesn't bat an eye. Baku kills too, but only as a result of gambles, and usually he tries not to, even, like in the Labyrinth gamble.
PPS: Another thing that confirms this is Ideal's leader is that back when Ideal was introduced, and in the Tower arc where Ranko was walking around with the serial killer guy, they said that the name comes from the having an Ideal form, like a diamond. This ties in to how Ideal's leader freaked out about Lacy's wife wearing diamonds and killed her, then giving a colombian necktie to Lacy (possibly just an excuse to kill her because of what she did to Voja, but eh).
