I believe he doesn't need to do that anymore, he can challenge it himself because he erased his first surpassing the leader loss through the labyrinth game, and also because he's a member himself. I think the Kaji plan was a backup in case the whole L-file thing didn't pan out as he had hoped.

Is Kadokura getting Kaji to come along at Baku's request? Maybe he's the one who showed up to Baku's referee summon. That could mean people who weren't involved in this 3person meeting can apparently get involved in the match. I wonder if we'll be meeting others who are aiming for StL as well, or if they can even steal the rights to the match anyway.
