The ear wax line is fairly straightforward. By the time you feel your ears are blocked with wax, its too late to do anything about it, your ears are blocked. For Bai Long, its just a way to say this victims are already dead if they see him. RIP Ikon, looks like we'll get to see Yakou vs another Tatsuki/Kyara level fighter.
As far as reinforcements for Kakerou goes, Nowa mentions in Chapter 407 that reinforcements are impossible. He was talking about Ideal but the logic stands for Kakerou and the Developers too. The Japanese government is patrolling around the island now because of how many ships were sunk in the area, so if anyone comes by, the whole gamble might be discovered.
It's a shame Arata is gone so quickly. They brought up his password a few times. I guess it just highlights how dangerous Lalo is, and how clever Hal was to understand his obsession with the diamonds. He just seems to freak out with him, same reason he went berserk on Lacy's wife too.
