Finally, it was just a simple device after all. I had a feeling, but couldn't tell whether I'd be able to put stock in the shenanigans behind the actual respiration. Seems I can.

Gotta communicate who wins somehow, but everything I can imagine seems absurd when they're in the water like that.

Purely speculation as I have not read the raws and only following the releases, but I think he may have cracked one of the bios's part as a trump card for a future bet? Possibly when it comes down to the tightest of situations, Lalo won't be able to use that crucial bios.

It's not the first time Baku challenge surpassed the leader... he already did a Karamete without the L-Files... it's actually easier than you think for people like Baku or Lalo ( cf chapter 320, it was actually VERY easy for Baku to perform it. )
And Bǎi lóng, Jonglyo didnt need to be spy.. they just need to be exclusive referee. Whether Nowa know about their identity change nothing.. there are talents. Kakerou crave for talents. And you're overrating Nowa a bit.. he couldnt find Lalo face nor background, nor Jonglyo background. Billy never hidded himself.
Again, i never talked about spy... Jongly would benefit so much from the 10 sec referee challenge with his visual process.

Plus you talk about Torpe getting outsmarted by Midara but that's because they were in conflict. The route i proposed, there would be no conflict anymore to begin with...

Anyways, i see no reason to why Lalo accepted this BAN gamble outside of his hubris

Well, you still haven't explained why they'd spend so much time for Lalo. It took years for Baku to reach Surpassing the leader(both time), I don't think Lalo, who's being chased by Kakerou and has no membership currently, can achieve it within a year.

And it's never mentioned if Nowa knows Jyonglyo's face and background or not.
Plus the organizations Jyonglyo infiltrated before weren't as powerful as Kakerou.
And it's very suspicious that an assassin and a crazy urban legend want to join Kakerou.
Kakerou will figure out the reason behind.

And the most important thing is that if Lalo wins this ban match, Kakerou will allow him to challenge Surpassing the leader by himself.
He won't be able to do that if he uses the way you mentioned since he's being chased by Kakerou. He has to let someone else, who's as smart as him, do that for him.
It's unknown that how will Surpassing the leader be held or whether it's possible to influence it from outside or not, so being able to challenge it by himself is very important.

If having a game with a weak man who has no organizations supporting him can get me the right to challenge Surpassing the leader which would've cost me years of works,
I don't see why not.
Was he really at a disadvantage position?
He was the one who decided how many allies they can bring and he also managed to contact the outside world and sent in his subordinates.
It's obvious that Baku was the one at disadvantage.

I wonder how the lighting will play a part. Also wondering if one could just steal another's Air Bios. That's cheating I think?

I've said it more than once but I really appreciate how much they've made Lalo live up to the hype and time that was devoted to Ideal. Very rarely is Baku caught off guard this much, Lalo out-thought him and stole an advantage in the match.

I guess Nowa Jr is the official referee of this match? That seems weird, shouldn't he be following Fukurou? or did the refs decide that since Leader was following and the entire game would hinge on Baku vs Lalo they didn't need Nowa to go too?
It's a pretty obvious trick so I think Baku is just preserving energy since we know his stamina is horrendous.
