If anyone needed any more confirmation that there is a time discrepancy between the speaking clock and the clock on the wall (presumably the "actual time"): the clock on the wall on page 12 shows the pointer already on the 10 second mark, while the speaking clock says "it is going to be 8:57:10 AM" afterward. The reason I believe Souichi (or more like Hal, in this case) is so sure that Baku won't turn around might be because Baku has to buy time for another three minutes (something which Souichi could've figured out beforehand, which Hal is feeling now despite his memory loss, like he has before) for his plan. Hal getting a taste of real gambling for the first time is gold.
