From what I could gather, it's basically a type of slightly bulging, rounded stomach that sometimes develops in children and is therefore associated with loli art.
Apparently the medical term for it is Gastroptosis. Something to do with muscles and the stomach.
To be honest, I had trouble distinguishing it in most of the images I saw, lol. It's kinda subtle, but I guess there are people who like it ¯\_(ツ)_/¯
