Welp. Yeong-il got the story wrong, but he was an absolute mad lad in this chapter. Pity that he had to go on with his theatrics and tell Jaehyeop he'd be travelling by car on his own with the evidence.
Ironically, for all the empathy Jiyong has for victims of crime, he fails to see that his methods are causing the deaths of too many innocents: the man killed by Mr Bang's goons to send the Vigilante a message, the man neglected by passers-by after being assaulted because they thought he was a Vigilante target, and now Yeong-il.
I've always liked this about this series: it doesn't glorify vigilantism. All the moral cans of worms are popped open and the problems with his approach aren't sidelined. While one could argue that Jiyong's vendetta will prevent many deaths and much misery, the problem with "the ends justify the means" is that those caught up in "the means" are never asked their opinion on being sacrificed to the greater good. Yeong-il was an unpleasant fellow but he didn't deserve to die.
On a side note, Jiyong managed to break into the dean's office without being detected, huh. I guess… it makes sense? I mean, a police academy is the last place one would expect to have a problem with crime, so I wouldn't be surprised if there were no security cameras inside the buildings, just as I wasn't that his office is so easy to break into.
Anyway, I was right about his plan, right down to switching the phone on in Jaehyeop's office. Too bad that big villains always have lorries on call.
