Damn, Ji Yong really doesn't realise Kim Sam Doo isn't qualitatively different from the others… if he kills a lot of people so Sam Doo goes to trial, what's his criterion to have gone after all those people, who'd not been judged by law before? He chose to draw the line arbitrarily at Kim Sam Doo, all the while massacring his minions.
I also like that this series raises all the ethical and moral problems with vigilantism, instead of just glorifying it. This chapter was great at showing the issue of copycats and derivative crimes.
As for the glasses coward, all my sympathy is gone. His justifying becoming an informer and inside agent for Sewul under the pretext of saving Ji Sook is disgusting. He's fallen even lower than writing about butt cracks. I hope the plan backfires and he ends up as another stiff who was too clever by half.
