Penelope is acting kind of like a bitch who can't trust others and only sees them as pawns to be used. But it's completely expected given that in both lives she has never been able to trust anyone before

Yeah, it can't be helped. She still believes that she's in a game she needs to escape from, so she's unable to really give her full trust to any of the male lead characters fearing that any time she will be killed. For her, the only option is to gain favorability because that had been the main condition to complete the game.
