I think it's closer to Robocop.
That possible too as this chapter came out in July 1989. My thought was that the murdering and unstoppable nature was inspired Terminator. But there definitely is that still human brain which probably comes from Robocop.

It definitely feels very akin to both though also note a lot of it is Nagai riffing on his own Shutendōji.

Go had written Black Lion featuring an unkillable robot disguised as a samurai half a decade before Terminator was released.
Crazy thing about Black Lion is that it was initially written in 1965, though redrawn in 78. And I would say the undercover unkillable robot was first drawn in Abashiri Family. Still the feeling I got from this VJ chapter was of emotionles mad machine (only in the first half of the chapter).
