I think it's a combination of the background art and the cars (and of course the drawing style). For example, on page 18, you can hardly find a skyline that unobstructed in Tokyo in the 21st century (the plot is in the 90s right now, I think). The cars are very 80s-90s, in the previous chapter there was a Mercedes Benz W124 ('84-'95), in this chapter there's a BMW E30 ('82-'94), and of course the R32 ('89-'94), Supra ('93-'02), and the Z.
You're seeing these cars at their peak, at this (perhaps over-romanticized, but still) golden age of street racing/car culture, where the technology is at its peak and the government hasn't imposed on the illegality of this culture much yet. This is a story about these legends, and their tales shall be forever be told.
