She's been rizzing up girls the entire series but at this rate most of the girls she gets in her corner end up developing feelings for someone else. That'll apply here too. No one's going to seriously compete with Rin as legal wife. Closest is her bestie Shiro and the ambiguity of that is more likely to go poly than oust Rin.

I don't remember Toudou being this ikemen-like before the dodgeball game. I thought she wins the girls' hearts by being honest and upright, not by being accidentally flirty. I suppose the horny juice was a good early plot device because it didn't test my suspension of disbelief then.
I rewound a bit to compare how Itsumi ended up seducing each girl.
  • Rin was indeed charmed by Itsumi's stubborn and independent personality.
  • Kurohime at first assumed Itsumi was perving on her, and then Itsumi befriended her, the first to do so at the school. Basically, "she's a pervert but unlike most people she's nice to me."
  • Yanagi the womanizer seduced Itsumi first, but took a liking to her after she showed genuine concern for Yanagi at a time where she had fallen out with her friends.
  • Umeda seems like a shy girl so it's not surprising she would be weak to physical affection and praises from a girl who is at this point quite popular in their class.
  • Saya was swept off her feet because she used to -unlike Rin, intentionally- bully Itsumi who, seeing Saya at a low point, treated her with way more kindness than she had expected. She's also a delinquent who might not be used to being treated gently.
I think Itsumi finally figured out that hugs can work as an icebreaker (especially with girls who are taller than her) and are considered normal between girls. (Unlike say, groping. Most girls normally figure this out earlier, but still, she got there eventually.) She lets Oikawa pretty close too, so I think she's grown generally more relaxed and comfortable with touching girls in a friendly way. It's of course convenient that she happened to get casually touchy with these two girls who were specifically weak to that, but this is still firmly on the normal side by the standards of this series.

I really enjoy how Itsumi's behaviour has changed over the series, she's definitely more open and flirty than she was at the beginning, when we meet her she's angry, lonely and ready to cause trouble for her own ends.

Coming out the end of the dodgeball arc Itsumi has more or less got everything she could want: she has a girlfriend, she has lots of friends, people in her class like and respect her, even fawn over her, which means that this is where we start to see the ideals that she's developed over her experiences.

I hadn't appreciated it when first reading, but as I translated I realised the value of Itsumi saying she hates hierarchies. We see this in her experience with Rin, the senpai-kouhai thing put distance between them and made it hard for them to get along. This is a girl who was bullied by her peers and knew teachers had power but for whatever reason wouldn't use this power for her (probably why she decided to seduce one at the start of the series). Between those and her terrible family situation, it's understandable that she's looking at the power structures around her and realising how badly they serve the people trapped in them.

It's a really exciting direction and I can't wait to see more! Mochi Au Lait will hopefully post the next chapter in the next 48 hours
