No they don't. We still haven't seen anything from her POV. She's certainly meddling with Mai's love life but
investigating her daughter's lover and not wanting her to be two timed on aren't exactly evil. And even when she forces the issue using Mai's engagement, she still set up Mai with a person Mai likes (Lucy) while respecting her apparent sexuality. And when Mai asks the she be engaged to Satsuki instead, she approves instead of just forcing Lucy. Her actions can cleanly be explained by her just wanting to protect Mai from her cheating partner Renako.

Mai doesn't like, Lucy is just a childhood friend that she used to do modeling with, Renee chose Lucy because she has history with Mai and is someone she can control. The reason Renee approved of Satsuki is because Satsuki is someone she trusts, not to mention Satsuki pretty much works for her. Satsuki even said that she was completely sure Renee would approve of her simply because she trusts her, the fact that Mai supposedly switched from dating Renako to dating Satsuki in a week should raise suspicion in her, but it simply doesn't as far as we know. The problem with Renee's actions is that she never confronts Mai about Renako's supposed cheating, she just sends Satsuki and Youko behind their backs to break them up.
