I wonder where the trope of rulers doing unending paperwork came from. Kings are mostly ceremonial. They have people working for them for a reason. Hundreds in some cases. Modern nations have tens of thousands minimum.

The general rule of thumb is that the leader picks a goal, and those under them figure out how to do it.
