I think is a mix and match...
He is submissive but also accepting, is not like those shoujos with the strong forceful male imposing himself on the meek heroine.
The girl is kinda forceful but is also in a position of weakness because she has an awkward way of displaying affection, it feels similar to a male role where there is a desire to "dominate" but again....I wouldn't say that is quite that, but more like someone on the autistic spectrum who has a very peculiar way of needing to assert herself, reminds me of reading about people suffering from OCD and the rituals they need to do, not for fun but for some peace of mind.
