Could also just be that someone work on it, drop it, another person pick it up and then drop it too, and repeat.
As for the TL note i personally do them as a way to communicate with everyone since chapter aren't only on Mangadex ( we have comment back now but there is probably people that don't bother checking them ), if i have random knowledge to share, ... ( or if i just want to complain about having to redraw or other random things ).

unlikely that different people drop and pick it up but keep the consistent batch chapter drop. and most people really dont care about you redrawing in the first place nor your whining in your tl notes. and im part of those people. well, atleast you dont gush out over your private life in those notes, so theres that atleast.
