So I was rereading and I noticed one of the rumours about Shinonome that manifested a ghost back in chapter 23 was also "I heard that she hasn't realized that she has already died." At the time it just seemed like a common ghost rumour but maybe there's some weight to it if it's showing up again?
After all, all of the other rumours in that chapter had some level of truth to them.

If you go back to chapter 11, it's implied that not only the chapter's ghost but spirits in general have an aversion to tobacco smoke. It's why she's so desperate for a cig, the tenants don't like it so she doesn't get to have one often.
The author is good about throwing in throughlines like that.
