What's the Protocol for Discussing Chapters Not Yet Posted?

I'm trying to figure out if we can discuss chapters in advance. Obviously there are series that for some reason (even before the Great Cyclical Purge of 2025) aren't getting updated as fast on MD as other aggregator Sites. Can I even start a thread on it under the Chapter Discussion sub-fora or is that dependent upon getting the chapter uploaded first?
