I'm confused, why is the maid wearing the collar now? I think it's saying she put it on herself so the flower girl would have to leave her behind, but why is her being human a reason for them to not be together?

Because she didn’t put the collar on herself. If you look closely, she’s just revealing that they collared her to the other girl. The panel where they inject her with a substance, she’s already wearing the collar.

They also said "but without the physical specimen... all of you, let's go" with a despairing face, before apathetically leaving (not even bothering to give the culprit a second glance). That's rather telling.

For all we know, the virus's mortality rate could be something that's not very high, but one where a cure would be very valuable to sell.
